    Why are there so few raids for gear like the Arbiter set or the Last Bastion set. they are really nice sets that are easily obtainable if we get 24 man + raids going.

    they are still fixing some bugs....and locking some good items especially pvp items
    but there now good pvp items that can be bought using medals,

    Arbiter isn't from instances, it's the governor set which is still locked and not even in the shop.
    Eternal bastion isn't fully implemented yet (if at all) and so are all of the 4.0 drops
