Not sure what exactly to look at but block function can work like magic if someone's annoying you.
If the person keeps harrassing you from other characters even after blocking him in game, feel free to report it here.

Firstly, using attachments for your report won't work. If you want to add proof you would have to upload the screenshot to imgur.com.
And secondly. As I have told above, the only way you could report somebody for harassment is if you get proper proof that shows that the player has continued bothering you from other toons after you had already blocked at least one of his characters in game.
If you are unsure how collect sufficient proof for your report, please read through this guide carefully, it will be useful for you in the future.
