"marni's suspicious device" quest cannot be found by all by char

Hi GM,
Saw a previous post here to solve this quest problem in this section, buy I tried with all my characters, open "O" to enable all quest, talked to NPC at Abun, still cannot find the Qeust, coudl you please help me check which character stuck on a NPC, much apprieciated

 

For future referrence, there is No need, to make a vote, unless it is in regards to the whole community, and something that they Actually have to make a desicion about. Also, there is a bug section, as well as the possibility to continue on the threads about this topic already made, which means no need to make new thread. I am assuming that this is the quest in question?

Sorry this is my fisrt time post question here, not really familiar with the rule, will learn.

Yes, it is the quest I got stuck, I completed it once in retail before joined BD, tried to talke to the first NPC(Waklo) in questline after checking with Black Spirt(although not seen the quest in BS "Suggested" or "Recurring") , didn't work.

Actually my first char when joined is Guardian as a Season char in order to catch up asap, then I created few characters but can't remember their sequence, so have to try with different char through BS, NPC or World Map, but none of them show the quest, so need your check on the other side if possible.

 

Alright...I am not sure if my words came across as hostile, or as a friendly guidance, now that I read them back to myself, they could be interpreted either way I guess. So sorry if you felt uncomfortable with my answer.

I have apparently already done the questline myself, since I can tag my characters, however I am unable to remember it, since it was about a year ago or more.

 

It is friendly guidance for sure.

Somehow I finished a random quest with Captain Moguly, and then go to Bavio, it works!!!!!! Thank you so much~
