Server Cooldown Issue (?)

I've been having the same issue for the past week. it'll usually go out on a certain time of the day and resumes at a much later time. but this just happened recently out of the usual. when i was switching characters and servers. my character would load up and then it'll disappear. I hope this issue gets fixed. and YES I've reinstalled the game & launcher and restarted my pc and router several times. I've also switched between EU and NA. EU's connection is stable for me at the moment. My issue is with the NA server.
