Game Settings Always Reset.

Hello. game settings always reset when configuring them. i have tried some solutions on google, but none of them are working. i have tried not touching settings from the main menu, and only configure while loaded with a character, but does not work. i have tried a full uninstall. deleted every remaining left over possible. both from disk and registry. i have tried downloading the client again. and both ways... directly through the launcher and the torrent. nothing works!

can someone please please please share how to fix this settings not saving? i would very much love to try to play this game, but simply must be able to save my settings.
