Type initializer for X threw an exception.

Now, I know what you are trying to tell me to do in order to fix it. Install .NET Framework 4.6.1, don't run it under VM, make sure UAC is activated, etc.
I do believe my problem is with .NET Framework since I don't run the game in a VM, and I also don't have problem with UAC in any other game that requires it: I literally cannot install 4.6.1 because the current Windows update come bundled with 4.8. Does the launcher just simply not work with 4.8? If so is there any consideration of rectifying this problem?
I would have reverted the Windows update back, had I played on my personal PC. Unfortunately I'm trying to install the game on a game cafe's PC. So if possible I'd like this problem to be rectified.

 

Are you on windows 10 or 7? Try:

• Install C++ in the launcher settings

Make sure that your windows is up to date and has not missed any updates, especially if it is windows 7.

 

It's a W10 machine, and no, I can't even open the launcher. The error prompt appears before the launcher is completely opened.
The W10 version here should be up to date, yes, it's on 20H2.

 

same problem here, cant even open the launcher in a net cafe computer. it is really disappointing.

 

Could you contact the PC Cafe owner and ask them permission to install the 4.6.1 .NET framework? The launcher is dependant on that particular framework and won't open unless its library is installed on the computer. All the other solutions I can come up with for this problem would only work if you were the owner of the computer with administrator privileges. Running a system file check may solve the issue as corrupted windows update files can cause exceptions like this but the only way to run a system file check is to open a command prompt as an administrator and the common user doesn't even have access to the normal cmd, if I'm not mistaken.
