Supposedly in Kamasylvia, unknown locations, unknown if it is in our database.

 

It does exist, I've got it before. You just have not grinded enough.

Does it drop like an item from monsters, or is it something you can find in the game-world?

 

When grinding in Kamasylvia (I've encountered it in Polly's and Fadus) a rare event may occur. You will get a message saying something along the lines of "There is a poacher nearby". Then you need to find the poacher (bigger red dot on the minimap), and it looks like the normal poacher model. Kill him and he drops a chest, which you can then 'break' by attacking.

Even on GameZ its rare, seems to be a random event and not based on looting an item to spawn the poacher, like the big Stars End Apostles.

 

It is available as said before, you just have to grind in Kamasylvia regions and wait for the announcement. Chest will drop at the same place you killed the Poacher.
Tip: use the 3D map while grinding there to find Poacher easier.
