    do life skilling on one and be active on another something like that

    No, it's not possible to open two BD clients at the same time.

    I played retail and gamez at the same time after PA started self publishing, I just launched both with no issues. Players from SEA (idk about others) been able to do it for a long time now

    Hmm, never tested after PA started self publishing, but you might be right, rumours has that even the IP block was removed. However, I think there's a risk, not sure.
