Neither player has BF on or any skill that reduces range.

This can be do-able especially with height differences and the lag on the server.
If i remember correctly, the damage is calculated before the skill animation is finished, so were as the Ranger may of fired an arrow at you, you take the damage first, then the skill animation follows shortly after which would give you enough time to gain a meter or 2 on them depending on the flight angle.
