Reproduction: I have tried making new char and they have no problem equipping EA armors

Thought so. You're not supposed to be able to use the other skills at level 70.
Stone Skin: Aqcuired Level 71
Backdraft: Aqcuired Level 71
Chain of Earth: Aqcuired Level 72 and so on.

Be more specific because if something is wrong, that's not the way to report such thing.

Description: "Rift of Darkness" (Event for Legion). Whole Legion members who were in ally got "region data in this client incomplete" "bug"/problem. (Problem solved once the ally was disbanded).
