I believe the server needs a clear standard and user friendly harassment policy.

It is most typical and standard method used in all retail servers i played...

First of all a clear distinction between public and private harassment is needed

How gms should act in case of a private harassment.

Person who is harassed is advised to block the player who commits the harassment.
    Quite standard gm responce is
"We understand ur frustration but everyone gets angry every now and then. The player that annoys you will receive a warning. We ask u and advise u to /block him to avoid any further conflict"

The guilty is advised in a pm to calm down and receives a warning.
"We politely ask you to calm down and don t continue annoy player *****.Whatever difference is between you this is not the way to solve it. If u fail to comply to this message I regret to say that u will force me to take measures against you. That includes gag or ban your account for a period of time I see fit.A deed I will not enjoy allthough I won t thik twice"

Person continiously posting harrasment images in pm
"I m sorry we do not accept private message harrassment proofs since you can always block the person who annoys you. If the person continues to insult u in public please send me an image and i will deal with it"

    Public Harrassment:(Includes /say /1234 /l /g
    To the person annoying others.
"Please stop this public harrassment. No matter what the others did the people playing the game do not enjoy this unpolite behavour." U can add warnngs of ban gag

Pm images can be fake or modified that s why they r not considered solid proof. Just use the /block button...Believe me it works!!! and it s far more annoying than any gm report.
Gm reports is as "He runs to mama for help"

All this is required to have a solid and fair policy against harassment. Ufortunatelly we do ot live in a perfect world and insults are a part of life unfortunatelly. Everyone has the right to be angry sometimes.Justly or unjustly. Have u ever seen Gandi mad? Yeap he was mad pleanty o times

It s better to have 100 criminals loose in society than to have an inoccent man suffering behind bars. This is an elemental unwritten rule of every law school in the world.

This has nothing to do with my personal story in CA
I m just posting my experience from retail wow and Ddo. I did t became rude and arrogant here and I have been angry there too... But for 5 years the worst i received were mere warnings....

Tyvm for reading I hope you understand

We have a clear policy on harrassment already - the following is from the gameplay rules.

    · Just as with the forum rules, you may not discuss or disagree with any GM's in-game punishment.

    · You may not propagate rumors and slander about the server or the CrystalAion Staff.

    · While playing CrystalAion, you must respect the rights of others and their rights to play and enjoy the game. To this end, you may not defraud, harass, threaten, or cause distress and/or unwanted attention to other players.
