about helmet skin

Hello guys i saw some players wearing a helmet wich look like same as arbiter skin with gold glow and can be dyed same color as armor and that helmet look like shepjered but can be dyed as arbiter and the glow is gold at eye... can some1 tell me how to find that? or is any dye to dye like this the shepehred helm? w8ing answer ty if some1 knows pls explain me thank u.

You get the governor helms in the mail by owning the forts...just like the rings you get from owning the abyss forts.
