    I believe I have seen some under 65s in IS before, not completely sure though as I don't remember. But no one really would allow you to join the instance unless you've reached the cap. Leveling once more won't hurt :p.

    The restriction about lvl doesnt work here , you can go since you choose your class at start of sanctum/panda ... so if you are lvl 60 you can go
