Check these articles. You're supposed to get them from boxes acquired through fighting world bosses during Beritra's Invasion, which was introduced with the 4.7 patch.
I'm guessing though that the feature is not functioning. If I find out it does I will let you know.

Update: I finally got ingame for the first time since the update, so you can get Pallasite items through the Upgrade Arcade ingame through "Pallasite Bundles". Open the Upgrade Arcade ingame and click "Rewards", you'll find it there on the last chest.
