Artisan workers

Hello

For thee past two weeks i have been trying to get artisan workers from the npc in various cities,

i have used a rotation of 12 characters with 90 attempts each in heidel, glish, calpheon and valencia. i have done this probably 4 times each character and got no artisan workers showing up at all. Thats around 4000 attempts and no artisan worker for contract... this sounds like there is a bug.

what is the current percentage chance to get an artisan worker through the NPC???
before the update i would get one every 300 attempts or so, maybe 500 with bad rng... but 4000 and still nothing?
