    What area in Heiron is no fly Zone??
    And what area is a Fly Zone??

    U cant fly in Heiron and Beluslan, for doing so means u are abusing the bug, prison for 5-10 minutes is the punishment for the rule breakers and if u do it again 20m and so on and so forth... You can fly in a non free fly zone if u started it in cities, u can do it because of the absence of barrier that surrounded the cities.

    For the gathering of aethers: you can fly on the spots where you can gather such materials...
