big question.. is it only me or others too??

im an all time assassin user, nad loves to kill when stealth, but, one thing happend that gives me the reason to take my sin a rest and use my ranger,


and that reason is my signet of silence is really, really not working, even how many times i use it nothing happens, same as radiant rune that cause silence too, it really doesnt work, but on my previous play, signet and radiant's probability is 100%, but now?
it really doesnt work, am i the only one that experience this or others too??
