Block Chat on level 9 and below

    Block all chat channels for all level 9 and below. So fake AMs have to go leveling up before they can continue scamming, still if people keep reporting them and ban them, they'd probably tire down on making and leveling and doing the ascension quest even if it only takes a bit of time.

    Me personally they should just be able to see when people come online(most of the scammers are names like...Amguardiannns or w/e and they could just ban them on the spot. They dont do anything but sit in poeta the whole time, i've witnessed this.
