    The NPC has a limit per day, but there are 6 npc for asmo, and 6 npc for elyos. Use aiondatabase.net to find out where the other npc's locations are.

    I dont think that the npc is bugged, just the ppls already took em all, this is why you cannot buy. As far i know lot of ppls stalking the NPC with 8xchars for the mats.

    Hello, Did you already check those NPC's Moria, Damaskos, Rasal, Seiria, Susia,
    Harumi     they all sold Finest Armor Flux. Type /where Moria to find the npc.
