    Could you provide us with some more information please?
    When does this window pop up?
    Are you using the Gamez Launcher or the standard BDO one?
    Is BDO blocked by your firewall?
    Have you tried disabling your anti cheat?

    Click "Start", click "Control Panel", click "Network and Internet", click "Internet Options", click the "Connections" tab, click "LAN Settings", turn off all options.

    Let me know if this worked
