Solved cant download the client

i keep approching the problem from diffrent angles but whenever i try to download the update i get the same messege that the access is denied:

 

Well it clearly says that wherever you are, torrents are blocked. Either by your ISP or the IT policy of your school or wherever you are downloading from. There are different ways around it depending on whether it is software based or ISP based. Can you actually run the bittorrent/utorrent client on your pc? More details will help.

 

im downloading with utorrent over 10 years now and im not at school and i know i didnt put any parent protecting programs or some sort of thing because im living on my own

Seems related to fortigate firewall blocking p2p traffic. Does the name fortigate ring any bells for you?

 

it does but im not the one in charge of the forti-gate around me but i can contact the supervisor of the commiunity internet here but i dont know what i need to tell him?
open the specific ip address for access?
or open the specific links address for the download?
