Can't find and accept a forfeited quest "To Level 50"

I forfeited the quest as it looked to have bugged out so I dropped it and then tried to get it again but the Black Spirt is no longer showing it?

my char is Tigresha, lvl 49

 

Open your inventory, delete the "Clear Memory Piece" you got from the quest and than retake the quest with Black Spirit.
Thing is, you accepted the quest once, but after forfeit it you still have the "Clear Memory Piece" on your inventory, which will block you from retake the quest.
