Can't fly anywhere- replaced files already

    I know this question has been asked about a trillion times but I really can't seem to figure out how to fly. It's disabled everywhere I go. I've already replaced system.ovr, ran the launcher as an administrator, and downloaded the new gamezaion launcher. None of these have fixed it :/ help would be much obliged.

    Freefly was disabled client side since 2.6 ncsoft removed console and some other helpful stuff.
    I miss free fly as well :(
