Can't get past "Defeat Weakened Belmorn"

I summoned Belmorn alone and had no pots left so I died in combat, I revived at closest node and when I went back he was stuck frozen and ignoring me.
Already tried forfeiting the quest and grabing it again and tried summoning him again but I get a error saying that he's already summoned.
Already tried forfeiting the quest and log out and log back in grab the quest but he's still there already summoned and frozen.
Went to do other quests to see if he would despawn if I was far way but he's still there.
Tried to do another Co-op summon quest but I can't summon anything anymore because of him.
Can't enter a party of other people doing the quest because it says im in the process of summoning.

 

Server restart finally fixed it
