Changes made to server without notice?

I feel like changes are being made without notice on the server.

Templars had a 4 min cd (Empryean Armor) but now its 6 min cd? That's way too long imo. 4 mins was just fine..

And I noticed sorc mana for skills went up like glacial shard was like 1800 and I believe its higher. Casting rate increased too I noticed.

And the scrolls buff for example (running scroll) says increase running time for 5 min but it gives us 9 min - is that just a minor bug?
