Chaokiki?

Does this npc actually exsist? http://aion.wikia.com/wiki/Chaokiki
He's not in any of the locations aionyg, aiondatabase ect say he is.
But he's in a "hard to find loaction" according to pathfinding.
Was wondering because he sells the witch hat skin for groggie and since the Steel rake quests to get teh hat don't work, wanted to try it via npc.
Thanks if you've found him or can tell me that he dosen't sell anything in gamez lol ^^
