client didnt support enabled testSigning error code:4

please help i literally spent internet data bandwith just to download the 30gb full client. and now its gone wasted my money from data internet!! internet data is so expensive to my country its not a joke losing money for this
i've tried searching here on forums,google,youtube nothing helps

bcdedit /set TESTSIGNING OFF
bcdedit -set TESTSIGNING OFF
bcdedit /set TESTSIGNING ON
bcdedit -set TESTSIGNING ON
bcdedit.exe -set loadoptions ENABLE_INTEGRITY_CHECKS

RESTARTED MY PC FOR EACH COMMAND PROMPT and added exception of gamez launcher and games bdo main folder to my windows defender and completely disabled all my firewall.. but still getting testSigning error


also tried remormatting my C: to windows 7 and windows 10. 64bit but still same error

i have no problems on official na/eu client but only in this private server!
i dont know what to do.. im going to loose my sht for the money ive wasted for 3days for downloading this game
