Combat/Skill XP Transfer Coupon Refund

I bought a Combat/Skill XP Transfer Coupon earlier and found out it did not work in the way I expected. Before my purchase, I double checked the item description and made sure I met all conditions. However, one key piece of information was missing from the item description which leads to the reason why I'd like to request a refund for the item.

Reason: The item description did not specify whether it would: 1. Extract all Combat/Skill XP from one character and give it to another or 2. Swap Combat/Skill XP between the two characters. I thought it would allow me to extract all Combat/Skill XP from my level 61 Ranger and put it onto my level 62 Mystic but it seems it only allows you to swap the level and skill points of the two characters.

THe item has not been used yet (since it didn't work) and is still located in my Pearl inventory.
