Design: Master Drenium Breastplate

hi...
today i have bring my armorsmithing point until 449, i have do "learn armorsmithing" to Vulcanus for improve my skills... but it's not going up...
now i have 465/449 points in armorsmithing.. is normal? i think is a bug... -Edit: i have bring up the point at 512/499 now -

and the real question is about the Design: Master Drenium Breastplate.
I have read on internet on this design that is released by vulcanus... i have do all work order. but this quest wasn't given to me...
i want to do all set...!

i know, i have Need To Complete The Following Quests First:

[Expert] Passion For Armorsmithing
[Expert] Expert Of Armorsmithing
[Expert] Armorsmithing Expert
[Master] Armorsmith’s Potential

But this is the problem... i can't take them!!!!!
