    I looked at the guide for the Deve's Encyclopedia and found that you need Token of Friendship. The seals of power and the necklace of concentrated power were both removed from the game entirely. Apparently all you need is the Token of Friendship and the guide points to the codex where it says its dropped by cyclops.
