You're unable to start the Journal, and all you see is this, right?​

If you're above lv 56, all you need to do is press "," to summon the BlackSpirit.​

​

Pick the quest titled "The Great Blacksmith of History" to ACTIVATE the new Journal. It will be in the Main tab of the Blackspirit's quests.​
