First of all; If you have seen it happen, then it means it is possible. So that answers your first question.
Second; If there were any illicit means of enchanting your items that the above players were using, they would have already been punished and stripped of their account rights, or temporarily banned for investigation of illegal activity. The same uncertainty of how things are acquired or achieved by players has been around for a while now, yet nobody has been punished. I suppose you and I are both aware that whenever something goes on for a long time, and goes unpunished, it means there is no reason to punish the players in question for, or no accurate proof of the reportees that verifies the given accusations.

Now. This discussion has been going on in many different threads similar to this one, and I've seen some rumors and extreme accusations thrown around that I do not like seeing. Do not accuse anyone of anything without solid proof of illicit activity. If there is something that these players are doing wrong or illegally, let me and the rest of the staff handle it accordingly.
