    finishing them would take a lot of time hunting them down, whats the use of brotherhoods in elyos? So if they actually find one of them, theres a corresponding rewards for it.. And a bigger smile for my elyos mates.. Specially those who are fun of hunting and a need of kinah.. Double purpose, if you know what i mean ^_^

    You know, no matter what they did wrong they are still the opposing race and should all be KOS 24/7. I mean when is the opposing race not killed on sight? :D

    Yes, this is correct but when u will have a reward for killing certain people then u will have a motivation to raid more often, in different places etc ;)
