enchantment always failed after +13 (supplement used)

    i am enchanting custodian leather set (using suplements) and always failed when attempting +13 to +14
    got no problem to +13

    i used L119 for enchanting to +14
    but always failed

    is there any solution or is there really a problem in the game like bug or something?

    Ehm, max. enchant level of Custodian / Ambassador / Shepherd items is +13.
    If you see any of those items up to +15, thats a bug happened before the latest patch.
