Enhance rates lower than retail?

I just failed 16 DUO attempts between 21-45 stacks, including 9 consecutive fails, failed TRI 5 times between 40-50 stacks (with 0 successes) and have to use 16-19 stacks to get +1 on functional clothes with +2 failing repeatedly as high as 28 (I still can't make a +2).

This feels substantially lower than the rates on retail. Is this intended to make people buy premium for better enhance rates? I understand RNG will be RNG but at some point you have to suspect the rates are lower (or something is bugged, especially in the case of functional clothes) when you fail this much over and over again with little to no success...

back 2 topic. from what i have experienced TRI is harder than PEN. Getting a TRI item is one of the biggest achievements in this server.

PRI to TRI are harder.
TET to PEN are easier if you have enough FS and if you farmed enough cron stones through weekend x2 RBF rewards.
