Epeios <Arena Master> Not Appearing

Hi, I'm trying to do the Quest "Testing Your Mettle" quest but it requires for me to talk to Rinos which is located in the Sanctum Coliseum. I am trying to gain access into the Coliseum through Epeios, the Arena Master, but he is no longer there. I am saying "no longer" because I was able to complete this quest on my first char and Epeios was also there when I did it on my first char. Is there some bug I don't know about? I appreciate any help.

 

Why do you need to do that quest.....just skip it
