Error creating character

I am trying to create a valkyrie character and when I choose to create the character i get the error message "Notice: Unavailable to the current character" I tried using different usernames and I kept getting the same error message.

EDIT: I found a solution if you are getting this error message it means you can not make a character on that server. I selected another server and had no problem creating a character. After my character was created I was able to move it over to the server I wanted to be on originally. Also make sure you pick an NA server if you speak English you can't transfer characters between EU and NA servers.
