Exp per tick and wagon/single ride skill gain (Horses)​

Bug Description:

Exp tick is same as retail, new horses aren't getting starter skills, and skill learning via attached to wagon or single ridden seems to be bugged as well. For example, my t7 and 2 t6's only learned one skill for 30 levels which isn't normal at all. Before the 408 update all my horses would learn every skill no matter if attached to wagon or single ride (except the 3 good skills like drift, sprint, instant accel, they could still learn them but typically they didn't learn those three). Usually once in a blue moon I might get a dud horse but something is definitely up when all of them are becoming like this.​

How to reproduce/proof:

Breed a horse, capture horse (if caught horses have no starter skill), level the horses via wagon or riding. I can also provide pictures of my horses skill lists.​
