[Expert] Weapon Smithing Expert level quest not showing up.​

Bug Description:

Expert level quest in weaponsmithing not showing up in Anteros(npc)​

How to reproduce/proof:

Im doing the work order till i reached lvl 399, supposed the expert level quest will show up in Anteros but after trying to repeatedly finish the work order, nothing is happening. still hoping that after i finish the work order maybe, just maybe the Expert level quest will show but after trying too many times nothing happens cause its a never ending work order. LOOKS LIKE A BUG TO ME!! Can It be fixed or does it have a condition? before the Expert level quest shows? how many times i need to repeat the work order?​
