failed to purchase at the worker exchange

I can't seem to purchase a worker in the worker's exchange, I have enough energy as well as free lodging. Not sure if I am missing anything else as the error message "failed to purchase at the worker exchange" does not appear on google search index.

Anyone can help clarify this?

 

I am no expert but it might be the worker is linked to another city where you have filled all your lodgings, I do not mean to sound like an arse by the way as you may already have checked for that

Thank you for replying but honestly that's what I also made sure.
The one I am purchasing are all in Calpheon and I have around 5-6 free lodgings but still got the same error.

Is there a certain quest needed to purchase a worker? I can't find any relevant information about it.

 

I really wish I knew how to help but unfortunately I have no idea of what to do in that situation and you should probably contact Kolka or Carl using @ infront of their name or better yet send them a Private Message (PM). Hope you get this sorted out soon though.

 

But are you able to purchase workers via workers exchange? Jut wanted to clarify that part first thanks for trying.
