Fallen lord's amor question!

When making the armor, ask for one of the three armors (Blackstar, Red nose, Dull Tree Spirit) but it does not specify what enchantment level it must have, could you explain that to me.

 

Our current version had it from Global Lab, it wasn't available in retail yet. That said, we only got the correct item description to Korean version, English version was translated by Google, but it's not that hard to understand.
