    The marriage feature ingame? No unless a HGM does it for you.

    For getting married in real life? Contact your nearest church

    I remember back in 4.0 @LordCurlyFry and I got the chance to test it out, but the system itself is not completed, I mean it's very buggy and it's possible that your toons get bugged for lifetime. x3 It's a very nice feature, in my opinion, but too buggy so people can use it without any issues, sadly.

    No, this feature is not available in-game at the moment and I do not know of any plans for it to be included in the future sadly. Could be a cool feature I agree, however to answer your question simply, no, it is not available at the moment.
