    Well, you have to take into consideration the amount of Magical Accuracy that they have. Also, when you mentioned Arbiter cloth set users, so it maybe Sorcs, SW, and SMs, who are mostly MA or MB users. I'm a proctor user and I have around 3.1k MA so most likely your opponents can bypass what ever buff you have with the amount of MA your opponent has so you have to counter with a significant amount of MR or other resistances. However, you must take into consideration that there are several factors, like the probability an attack can hit you regardless of having such stats. Still, I'll try to check on this as well.

    I believe you are talking about instances where these altered states are effective when you are using Elite Arbiter, Prime Guardian/Archon, or weapons with Silence Resistance penetration. We are talking about arbiter items which does not have any Silence Resistance Penetration.

    There is no fix needed, it was disabled due to exploitation before.

    that is really bugged, arb mage on bl can silence...

    yes is right it shouldnt reset but if it is to 5 rune and use "Rune Carve" it must not go to +3 rune

Yeah I noticed that if you carved a rune of lvl 5 using any skill then use the skill "Rune Carve" without releasing the previous rune (by using binding rune or silence etc.) will give you a random rune of lvl1 - lvl3, which basically resets or disregard the previous rune carved instead of adding rune levels or staying at lvl5 rune since it's the max rune lvl.
    #4. I made a computation and tried to compare the numbers on the Essence window Vs removing items with full +10 ms scoketted. On the Essence window It's showing a "Diminishing effects" if you try to add or reduce stats, but if you try to look at your stats from your character profile "P" while paying with the essence window, there's no diminishing effects. Meaning if you have +60 pow (Damage +110 | Phys Def +450) and added Pow +60 more, that will give you same numbers added from the previous stats.
