Well.. As my first statement, We're not NCSoft Devs, which means we don't know EVERYTHING about the game, If u got an issue which can't be solved, I'm sure the devs here or some other AM with at least a lil more knowledge will be able to help you, That doesn't mean AM's can't provide technical support ingame, which is what we usually do (dunno the others, in my case I do since I know a tad about Coding and how the emu works, so I can solve some issues which rarely can be solved). And about the problems section and your idea, That section is made not only for AM's, since anyone can reply there, players, AM's, Devs. I find it interesting yet useless cos it wouldn't make a difference imo.
If we get to my case I always spend most of my time ingame and checking reports / problems section from time to time, However Lumiel isn't really active on the forums, which means I take reports and such mostly ingame.
Also, we already got a system to see how active someone is, which I'm afraid can't be discussed since it's staff info I guess.

And about that bar, with the forum version we're running atm I doubt it'll be easily done since you'd need to use the coding to add that, b/c there won't be an option for that bar in PhPbb3.

im talking not about the dev's. im talking about to see who is active on forums , not only just online , and ganging on spam section while there is planty of question, problem and reports on the forum. and am's , trainers should know alteast basic stuff , if they cant handle that part , point of them? also its would help to see alteast who of these golden names ganging on hotspam or staying on forum , and who trying asnwer and help ppl. time i been on this community , i barely see an am's or trainers would anwer some people questions. even i tested some ingame with my noobs char , they cant anwer simple basic question , so i dont even bothering to ask harder ones.
