Free Fly

    Hey people, for ive seen all the people fly everywhere on the map, even like lo low levels, i however cant fly, only in flight zones like beluslan and morheim and stuff, Why cant i fly?
    Is there a secret?
    i keep pressing the fly button or page up and its saying "can not fly in this area" but i see people flying all around!

    plz help!

    i replaced it, but i still cant fly in non fly areas =(
