Have PEN Naru, can't get Narchillan Gear quest - Resolved

    I have a level 66 character that should be eligible for the [Special Aid] Fughar's Letter quest in order to turn Naru gear into Narchillan, but it's not there.

    I have a set of Full PEN Naru Gear and weapons, but the quest is not with the black spirit. What am I missing?
