Having a problem with Unacceptable quests

Like the title, Unacceptable quests are there but I can't get them at all. I don't really care much about doing quest in general but there is one quest line that's crucial to me right now. I need to get Knowledge to Dry soft hide to make fine soft hide. It requires the prerequisite quests but all of them are unacceptable. The first quest in this line is Learning Higher Processing Skills. In order to get this quest, I must have to level up to 20 and Gathering Skill at least App 4. My character lvl is 63 and my Gathering Skill currently is Artisan 4 which is good enough if not overly good to accept the quest. However, when I get to the NPC Ficy, there is nothing popping up. I talked to her but literally nothing I could do to her to get the quest because it's not there at all. I created a new character, completed all the requirements to accept this quest and it just doesn't work at all. It's like my account is not able to get this quest no matter what I do.

If anyone fell into this problem b4, please tell me how to solve it. Thank you.

 

First of all use bdocodex.com site, cuz only it will show what quest required for take needed quest for you. Second - enable display all quest types in quest settings.
