Help with boss summoning quests

I've been having a problem with summoning bosses on the main story line quest. I cannot summon rednose because it says, "not during wars." But I can't figure out how to find out which sever has wars and which don't that I can quest on. My friend and I asked in chat but people just said to join a guild. We're still on our first few days here. I'd be most grateful for any help. thanks.
