Now if you right click on your Black Desert Online folder and then Properties, is your "Read-only" unsticked? I believe it isn't. That's why you are getting this error because it's permissions related. You have to allow the launcher modify files in your folder.

Look, if your Black Desert Online is installed in a different location, no problem.
You can't remove the "Read-only" due to permissions related issues and that's why you keep getting the application is terminating error. It doesn't allow you to modify files in the current folder.
I've deleted my version.dat file to perform some tests and got the exact same error and couldn't remove the "Read-only". Now follow this:
Type GPedit.msc in Start Search to run Local Group Policy editor. (Or gpmc.msc to run Group Policy Management Console for AD-based domain GPO editor).
Navigate to the following tree branch:
    Code:
Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Security Options
Locate the following policy in the right pane:
    Code:
User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode
Set its value to Elevate without prompt.
Locate the following policy in the right pane:
    Code:
User Account Control: Detect application installations and prompt for elevation
    Set its value to Disabled.
Locate the following policy in the right pane:
    Code:
User Account Control: Run all administrators in Admin Approval Mode
    Set its value to Disabled.
Locate the following policy in the right pane:
    Code:
User Account Control: Only elevate UIAccess applications that are installed in secure locations
    Set its value to Disabled.
Disable UAC with Group Policy and restart the PC.
You should be able to remove the "Read-only" after the PC restart. Launch the launcher to see if you are getting the error again.
