    Yes it's a perfect fuse.
    You'll get +9% atk speed from the brazen aegis harp along with +9% cast speed from the arbiter fuse.

    Make sure arbiter is on top. The only thing that could go on top of arbiter is Elite arbiter because it gives attack speed and has higher stats than arbiter.
